At TCS, Thomas Lipscomb outlines exactly how local government failed miserably in the face of Katrina’s onslaught. The City had a plan for evacuation in the event of a hurricane [Annex I, Part 2, about halfway down the page], but the mayor did not use it. When it came to evacuation, apparently school buses weren’t good enough. He should have known that “the perfect is the enemy of the good”.
